After restarting Windows, the sync center will be completely turned off, and the offline file synchronization feature will be disabled. The mobsync.exe process will no longer run in the background.

Restarting will apply a system-wide policy and disable the sync center in Windows 10. Here, the policy is applied to computers and not specific users like the control panel method.

Methods to Stop Sync Center from Running at Startup
